Age relaxation by category
Relaxation raises the upper limit only. It never lowers the minimum age.

What the number above does not tell you
The upper limit is not one number: CGL posts run 27, 30 and 32 years depending on the post you apply for. 32 is the highest of them, so treat a pass here as "eligible for at least some posts", and read the post-wise table in the notification.
